Three Arrested in Kitgum Over Alleged Bribery During UPDF Recruitment

By Odeke Emmanuel Akol

Kitgum, Uganda — Security officials in Kitgum District have arrested three individuals accused of attempting to bribe Uganda Peoples’ Defence Forces (UPDF) recruitment officers during the ongoing nationwide enlistment exercise.

According to Team Six of the Northern Region recruitment team, the suspects — who were not among the shortlisted applicants for Kitgum and Lamwo districts — allegedly offered cash to the team leader in a bid to secure their inclusion in the final list.

The suspects have been identified as Okema Samuel, a resident of Kitgum District, found in possession of Shs200,000; Torach Isaac from Lamwo District, allegedly carrying Shs600,000; and Ocaya Joel, also from Lamwo, reportedly with Shs100,000. They were immediately handed over to police for further management.

During the weekly security briefing at police headquarters in Naguru, police spokesperson Kituuma Rusoke confirmed that the suspects are currently detained at CPS Kitgum. Case files have been opened, and exhibits — including forged academic documents and Shs900,000 in cash — are in police custody. Relevant witness statements have been recorded, and investigations are ongoing.

The UPDF recruitment exercise in the region proceeded despite the incident. In Kitgum District, 65 candidates were successfully recruited — comprising 59 regular recruits (56 male and three female) and seven professionals. In Lamwo District, 27 candidates passed the physical recruitment stage, including 19 male and five female regular recruits, and three professionals.

Authorities have since warned the public against engaging in bribery, forgery, or any form of malpractice during the recruitment process, stressing that such actions will attract severe legal consequences.
