
RDC Akech Hands Over UGX 270M School Rehabilitation Project to UPDF, Warns Against Shoddy Work and Misconduct
Dokolo, Uganda – The Resident District Commissioner (RDC) of Dokolo, Babra Akech, has officially handed over a UGX 270 million school rehabilitation project to the Uganda People’s Defence Forces (UPDF) Engineering Brigade. During the ceremony, she issued a strong warning against poor workmanship and unprofessional conduct.
The handover took place on April 9, 2025, at St. John Bosco Secondary School in Acengryeny Cell, Central Ward, Dokolo Town Council. The UPDF Engineering Brigade will be responsible for the renovation of a science laboratory and four classroom blocks.
RDC Akech pledged her full support for the initiative but stressed the importance of discipline and professionalism. She warned the UPDF team to avoid any behavior that could damage the army’s reputation, referencing past incidents where local workers were involved in misconduct, including cases of impregnating schoolgirls.
“I appeal to the UPDF Engineering Brigade to uphold professionalism. We want quality work—not scandals,” Akech emphasized.
Funded by the Ministry of Education and Sports, the project is expected to be completed within six months.
Granfil Oryono Omonda, the Chief Administrative Officer of Dokolo, noted that the school’s infrastructure was in a deplorable state and assured the public of stringent monitoring.
District Education Officer David Eryatu echoed the call for quality and accountability, while LCV Chairperson James Otoo Apili warned against absenteeism among engineers. He also urged the government to prioritize the renovation of traditional secondary schools across the district, many of which are in disrepair.
Head Teacher Charles Oilar highlighted ongoing challenges, including poor infrastructure, staff shortages, and limited learning materials.
Maj. Innocent Namubelzu, the site engineer from the UPDF Engineering Brigade, promised to deliver quality work within the stipulated timeframe.
Paul Numbiru, the Northern Regional Engineer representing the Ministry of Education and Sports, announced that 40% of the labor force will be recruited from the local community, with the remaining 60% coming from the UPDF. He appealed to residents to help protect construction materials on-site.
