Uganda Law Society expels President Ssemakadde
The ULS Council, led by Secretary Philip Munaabi, resolved to expel Ssemakadde and Vice President Asiimwe Anthony in an effort to “restore public confidence in the organisation.”
The Uganda Law Society (ULS) has expelled its President, Isaac Ssemakadde, following a series of damaging controversies that have harmed the organization’s reputation. This decision, made public on November 23, 2024, was prompted by increasing outrage over Ssemakadde’s use of vulgar and disrespectful language directed at prominent figures, including the Director of Public Prosecutions (DPP), Justice Jane Frances Abodo.

In a resolution led by ULS Secretary Philip Munaabi, the Council decided to expel both Ssemakadde and Vice President Asiimwe Anthony in order to “restore public confidence in the organisation.” The statement emphasized that Ssemakadde’s actions had led to alienation from key donors, sponsors, and stakeholders, causing significant damage to the credibility of the ULS.

The ULS Council, in its resolution, stated that Ssemakadde’s conduct had severely undermined the Uganda Law Society and the legal profession as a whole, saying: “By majority resolution, we expel Mr. Isaac Kimeze Ssemakadde to safeguard the reputation of the ULS.”

In addition to the vulgar remarks, Ssemakadde and his deputy were accused of conspiring to take unauthorized control of ULS finances, further straining the organization’s integrity. To manage the transition, the ULS Council has formed a caretaker committee led by Munaabi to oversee day-to-day operations of the society.

Ssemakadde’s downfall was triggered by his derogatory comments about Justice Abodo at a public event, which were widely condemned by various legal and civil society groups. Despite internal appeals for an apology, Ssemakadde’s refusal to express remorse led to intensified calls for his resignation. While initially viewed as a reformist, his divisive rhetoric ultimately harmed the ULS’s standing as an advocate for justice and the rule of law.

In response to the crisis, the ULS Council reiterated its commitment to professionalism and integrity, ensuring the organization’s reputation is safeguarded. As part of the expulsion, Ssemakadde and his supporters have been prohibited from accessing ULS premises or utilizing any of its resources, with any attempts to do so resulting in criminal charges.
